The First Three Municipal Schools Under Private Management Are Under Construction in the South and North Zones; Model Follows Tested Standard in Daycares and Health
The City of São Paulo announced the first three municipal schools that will have private management. The units are under construction in the south and north zones of the capital, specifically in Campo Limpo, Santo Amaro, and Pirituba/Jaraguá, according to Folha de S.Paulo.
In these schools, teachers will be hired directly by the organizations responsible for the administration. The City will continue to provide the educational material, uniforms, and define the pedagogical content.
The new management model is inspired by experiences already applied in the health network, where social organizations manage public units.

The Municipal Secretary of Education explained that the decision is based on the performance of Liceu Coração de Jesus, which has been operating under a similar model since 2023.
The school, located in the central region, serves 574 students in early childhood education and elementary school. In the Prova São Paulo, it showed results above the municipal network average.
Liceu receives about R$ 450 thousand monthly from the City for maintenance. The agreement with the institution’s priests was established after the announcement of the closure of the private school in August 2022.
So far, the City has not revealed the amounts invested in the construction of the new schools nor the estimates of transfers to the future managing organizations.
São Paulo already has partnerships with the private sector in municipal daycares. Out of the 2,579 early childhood education units, 2,220 are managed by contracted entities.
The announcement of the new model comes just days after the removal of 25 directors from municipal schools. The decision was made on Friday, May 23, 2025. The City justified the removal by citing the low performance of these units in external evaluations such as Ideb.
