All Resources Collected from the Granting of the Cabedelo Port Area to Docas da Paraíba Will Be Reinvested in Infrastructure Investments to Ensure Higher Quality in Cargo Handling Operations
The Union Governance and Heritage Secretariat – SPU held a meeting with representatives from the port sector last Tuesday, (04/19), for the granting of an area of the Cabedelo Port to the Docas da Paraíba company. Thus, the Federal Government intends to carry out infrastructure works for cargo handling at the port, converting the collected amount into investments to be applied to the plan.
Docas da Paraíba Will Receive the Cabedelo Port Area So That the Federal Government Can Convert Revenue into Investments for Infrastructure Works
The Cabedelo Port, located in the state of Paraíba, is one of the largest economic movers in the region and, during the year 2021 alone, handled about 1.3 million tons of goods such as fuels, grains, and petroleum coke (petcoke), thus ensuring even greater socioeconomic development for the whole state and gaining its place within the cargo handling segment in Brazil.
In this way, the Federal Government, through the SPU, identified a great opportunity for growth and expansion of these activities at the location and announced that it will grant an area of the Cabedelo Port owned by the Union that has been pending for almost 20 years a process to regularize the use of the space for the Docas da Paraíba company, as a means of achieving significant monetary revenue, given that the space occupied at the port is valued at over R$ 160 million.

Thus, the contract between the agencies will take into account the ordinance from the Special Secretariat for Privatization, Divestment and Markets of the Ministry of Economy, No. 7,397, from June 2021, and will be used as a basis for investments at the port. This means that the Federal Government will collect all monetary revenue from the transaction and will transform it into a new investment package for infrastructure works at the port, ensuring better quality for cargo handling operations and, consequently, further expanding the port’s presence on the national scene.
Ceremony for Granting the Area Will Happen Soon, and the SPU is Quite Optimistic Regarding the Infrastructure Investment Plan at the Location
Since 2020, the SPU has been making a series of changes to the norms of the Cabedelo Port to achieve the bureaucratization of the location and, consequently, reach an agreement with Docas da Paraíba for the granting of the cargo handling area. Now, the company will be able to carry out the revenue collection at the location and, with that, the Federal Government will obtain the necessary resources for the implementation of infrastructure investment works.
Thus, the superintendent of the SPU in Paraíba, Arthur Navarro, commented on the need for this agreement and its relevance to the current scenario of the Cabedelo Port and stated that “Instead of being allocated to the Union, these amounts will be reinvested in the port itself, benefiting its modernization and qualification, increasing its competitive potential and, consequently, fostering local economic development.”
The ceremony for the delivery of the Cabedelo Port area to Docas da Paraíba will take place next Tuesday and is expected to be attended by the Minister of Infrastructure, Marcelo Sampaio; the National Secretary of Ports (SNPTA), Diogo Piloni; the Deputy Secretary of Coordination and Governance of the Union Heritage (SPU), Martim Ramos Cavalcanti; and the Director of the Department of Port Management and Modernization of the National Secretariat of Ports (SNPTA).
