Japanese Ministries Select Consortia for Public Renewable Energy Auction, Including Proposal with RWE from Germany.
On Wednesday, Japan’s Ministry of Industry and Ministry of Land selected three consortia, one of which includes the German company RWE and its partners, to operate offshore wind farms in the second phase of a public auction. It was announced that a fourth wind farm that was part of the bidding would be awarded at a later date.
The outcome of the second major round under a new law to promote wind energy in Japan was closely monitored by both national and foreign energy companies, after the first round was dominated by Mitsubishi Corp, one of the leading companies in Japanese territory.

Winning Consortia of Wind Farms in Japanese Territory
It was recently announced that a consortium composed of JERA, Electric Power Development (J-Power), Itochu, and Tohoku Electric Power was the winner of the public auction for a 315 megawatt (MW) wind farm off the coast of Oga-Katagami-Akita, located in Akita Prefecture in northern Japan. Additionally, another consortium formed by Mitsui & Co., RWE, and Osaka Gas won a wind farm with a capacity of 684 MW off the coast of Murakami-Tainai, in Niigata Prefecture, also in northern Japan, and a third group led by Sumitomo Corp and the renewable energy unit of Tokyo Electric Power acquired a 420 MW wind farm off the coast of Enoshima, in Nagasaki Prefecture, located in southwestern Japan.
Operation Timing and Details of Proposals in Japan
The expectation is that the three wind farms, all of the fixed fund type, will start operations between June 2028 and August 2029. The JERA consortium and the Sumitomo group plan to use Vestas wind turbines, while the Mitsui consortium intends to install General Electric turbines. The winners were chosen based on criteria such as evaluation in terms of bidding price and commercial viability, among other factors, revealed Takahiro Ishii, director of the wind energy policy office at the Ministry of Industry.

The responsible ministries plan to announce the winner of the remaining 356 MW park off the coast of Happo-Noshiro in Akita Prefecture in March 2024, as the potential operator requires revisions to the plan due to scheduling issues.
