Mato Grosso Announces Auction and Plans New Billion-Dollar Investments in Infrastructure. Over 1,300 km of State Highways Will Be Paved, Benefiting Various Sectors Such as Mining and Tourism.
The government of Mato Grosso held an auction on last Friday (14) for 4 lots of state highways at the São Paulo Stock Exchange (B3). The bidding followed the criterion of the lowest toll rate combined with an investment curve. Initially, 6 lots were announced, totaling 2,100 km of state highways and R$ 7.7 billion in investments. However, only 2 of them received bids.

Lot 1, consisting of MT-338, MT-160, MT-242, and MT-220, was awarded to VF Gomes Participações Ltda, with a discount of 8.5% on the toll. Lot 2 (MT-010, MT-160, MT-235, MT-249, and MT-480), with a discount of 2.3%, was awarded to the Rodoviário Rota de Produção Consortium.
Lot 5, consisting of MT-020, MT-100, MT-129, MT-240, and MT-326, was acquired by CS Infra Social, with a discount of 8.33%. Finally, Lot 8 (MT-170, MT-220, and MT-325), was awarded to Monte Rodovias, with a discount of 9.1%.

According to Governor Mauro Mendes (União), the privatization of state highways with billion-dollar investments was already anticipated because there were technical mistakes. In about a month, the government of Mato Grosso will provide a solution to this issue. It could be a new auction or the concession to Nova Rota do Oeste, which is already a concessionaire of state highways.
The understanding is that the toll amounts set in the notice, which varied between R$ 10.74 and R$ 13.37, were not sufficient to compensate for the investments required for the lots in Mato Grosso. Lot 3 would require investments of R$ 1.2 billion with immediate contributions at the beginning of the contract, while Lot 6 would require R$ 1.75 billion.
6,000 State Highways Will Be Paved in Mato Grosso by the End of the Year
The stretches that will receive investments cover 11 of the 100 main cities of Brazilian agribusiness:
Lot 1
- Porto dos Gaúchos;
- São José do Rio Claro;
- Sinop;
- Sorriso.
Lot 2
- Campo Novo dos Parecis;
- Diamantino;
- Nova Maringá;
- Nova Mutum;
- São José do Rio Claro.
Lot 5
- Canarana;
- Gaúcha do Norte.
Lot 8
- Brasnorte.
The state is expected to finish this year with 6,000 km of paved state highways, according to the governor. Mendes claims that investments in infrastructure are essential to address local agricultural concerns, but they also help encourage tourism and mining to attract more contributions to private initiatives.
The governor also emphasizes that food production will surely be one of the activities in which the country already stands out and will continue to shine on the national and global scene, and partnerships are essential to enhance confidence, harmony, and the ability to attract investments in the country.
MT Almost Doubles the Number of Kilometers Granted Within the Network
With the auction held this Friday, the state almost doubled the number of kilometers granted within the state road network. So far, there are 1,417 km of granted highways distributed across 10 contracts.
Marcelo de Oliveira, Secretary of State for Infrastructure and Logistics, reinforces that concessions are essential for Mato Grosso to continue investing in concrete bridges and new asphalt, driving development for the entire population.
Oliveira states that in the last six years, Mato Grosso has paved over 4,500 kilometers of highways; however, there are still nearly 20,000 km that need to be paved.
New asphalt brings advancements but also increases maintenance costs. Concessions ensure safe roads, allowing the state to continue investing where necessary.
