Paraná Updates The Regional Minimum Wage For 2025 And Organizes Professional Ranges With Values Higher Than The National Minimum, Reinforcing The State Policy Of Appreciation

The advancement of discussions on remuneration in Brazil has reignited a topic that, for years, has circulated among unions, economists, and government bodies: how states can adjust regional minimum wages to protect workers against the cost of living. This is the basis of the update published by the Government of Paraná, which redefined the ranges of the regional minimum wage for 2025, after dialogue with representatives of employees and employers. The new state minimum value exceeds the federal minimum wage, which remains at R$ 1.518, as reported by the Ministry of Finance in December 2024. Thus, the measure emerges at a time of continuous revision of wage policies in the country, as states, such as Paraná, seek to align income and inflation. Additionally, the update strengthens sectors that directly rely on local purchasing power.

What Changed In The Minimum Wage Of Paraná For 2025

The update established four salary ranges, organized by professional sectors, according to official data released by the Government of Paraná on January 20, 2025. The ranges were distributed as follows:
• 1st Range – R$ 1.984,16 – Agricultural, forestry, and fishing workers.
• 2nd Range – R$ 2.057,59 – Administrative workers, salespeople, and maintenance, cleaning, manufacturing, and related service professionals.
• 3rd Range – R$ 2.123,42 – Skilled industrial workers, metalworkers, electricians, drivers, and machine operators.
• 4th Range – R$ 2.275,36 – Mid-level technicians.
These values were defined after analyzing the regional cost of living, utilizing studies prepared by the technical teams of the Planning Secretariat, according to a note released in January 2025.

How To Identify Your Salary Range

Checking the range requires attention to the position, formal registration, and the existence of a collective agreement. Therefore, it is recommended to follow the steps listed by the Labor Secretariat on January 22, 2025:
• Check the position registered in the work card.
• Check the paycheck to identify the salary nomenclature.
• Consult the Human Resources department of the company.
• Verify the existence of a valid convention or collective agreement.
• Seek guidance from the union in case of doubts.
These elements help the worker accurately identify the range, especially in sectors with multiple functions and technical levels.

Who Is Included In The Regional Minimum Wage

The state minimum wage includes workers who are formally employed and do not have a valid superior collective agreement, according to rules from the Ministry of Labor published in 2024. However, domestic workers, public servants, and categories represented by specific conventions may follow alternative rules. Thus, the government reinforces that the regional minimum wage serves as the minimum value, always applied when there is no superior collective instrument.

Expected Economic Impacts

The update of the minimum wage tends to boost the state economy, because income increase raises local consumption, according to a technical evaluation from the Planning Secretariat of Paraná. Additionally, the multiplier effect becomes even more evident when inflation is controlled, as occurred in 2024, according to data from IBGE published in December of that year. These dynamics benefit trade, services, and regional activities, which directly depend on the population’s wage mass.

Comparisons With Other States And Future Perspectives

Paraná remains among the states with the highest minimum wage in the country, along with São Paulo. However, other states adjust their values according to the cost of living and local union negotiations, which maintains significant regional differences. Additionally, the national adjustment expected for 2026, estimated at up to 2.5% above inflation, should consider accumulated inflation and GDP growth, according to projections from the Ministry of Finance released in November 2024.

What To Expect Moving Forward

The update of the minimum wage signals the continuation of the state policy of appreciation. Therefore, workers should follow future negotiations and new revisions, especially in categories with strong collective agreements. The discussion of minimum wage remains relevant in the national labor debate, as it involves a balance between business competitiveness and workers’ purchasing power. With the adjustment of 2025, Paraná reinforces its commitment to this balance, remaining a national reference on the topic.
