Approved Program at Alesc Aims to Reduce Bureaucracy, Expand Low-Risk Activities, and Boost the Economy of Santa Catarina with New Jobs
The Santa Catarina Legislative Assembly (Alesc) approved on Tuesday (16) the Bill that creates the State Program for the Modernization of the Santa Catarina Business Environment. The proposal now goes to Governor Jorginho Mello for approval.
The text aims to reduce bureaucracy and simplify the process of opening businesses in the state. In addition, the project intends to stimulate the development of economic activities and make life easier for those who decide to venture into entrepreneurship.
Goal is to Unlock Investments and Generate Jobs
The State Program for the Modernization of the Santa Catarina Business Environment provides for changes to facilitate entrepreneurship.

Governor Jorginho Mello states that the proposal represents a direct incentive for the productive sector. “The goal of the project is to make life easier for Santa Catarina entrepreneurs by reducing bureaucracy and ensuring economic freedom for those who wish to invest. The State Government is giving a vote of confidence because it knows that Santa Catarina entrepreneurs are serious and committed. We are confident that the economy of Santa Catarina will be even more vibrant, with greater legal security and encouragement for entrepreneurship,” he said.
List of Low-Risk Activities Will Be Expanded
The project also expands the list of economic activities classified as low risk.
The measure allows businesses to start their operations more quickly, through self-declaration, without relying on public act releases.
With this change, the number of benefited activities will reach 896, according to the National Classification of Economic Activities (CNAE). This exemption speeds up the process of opening businesses by reducing requirements for low-risk ventures.
The State Secretary of Industry, Commerce, and Services, Silvio Dreveck, explained the effects of the change.
“The current legislation requires businesses to undergo a series of inspections and releases by regulatory agencies before they can operate. The new project exempts this bureaucracy for those activities considered low risk, which do not pose potential harm. In other words, it simplifies things for the entrepreneur. It is important to emphasize, however, that the project was discussed with the Fire Department, Health Surveillance, Institute of the Environment, and other agencies, to ensure the safety of workers, consumers, and the preservation of the environment,” he stated.
Monitoring Will Continue Even with Exemption
The text of the project makes it clear that the exemption will only apply to the public act of release. Monitoring will continue as usual. “The exemption from public acts of release does not exempt the activity from the monitoring of competent agencies and entities, at any time or while economic activities are conducted, to verify compliance with the necessary requirements,” states the project.
Thus, companies will be able to open more quickly, but will remain subject to the oversight of the relevant authorities.
The proposal aims to balance the agility in opening businesses with the maintenance of safety and environmental protection standards.
Various Sectors Will Be Included
The list of activities considered low risk is attached to the project and includes different segments. It encompasses, for example, the cultivation of fruits, grains, and vegetables, clothing manufacturing, commerce, maintenance services, financial and administrative services, cultural activities, and course offerings.
With this expansion, various sectors will be able to start their activities without waiting for lengthy release processes, provided they comply with the regulations and are classified as low risk.
Committee Will Be Able to Update the List of Activities
The project also establishes the Committee for the Management of the State Network for the Simplification of Business Registration and Legalization in Santa Catarina (CGSIM-SC).
This committee will have the autonomy to modify the list of activities considered low risk, including or excluding items without the need for a new bill.
The proposal stipulates that the committee inform the Legislative Assembly (Alesc) whenever it updates the list. Potential risks will be assessed according to the nature of the economic activity and the characteristics of the establishment. The law’s regulations will define the composition of the body.
The creation of this committee aims to make the process more agile and prevent delays in modernizing the rules, adjusting the list according to the needs of the Santa Catarina business environment.
Expectation of Positive Impact
The president of the Santa Catarina Commercial Board (Jucesc), Fernando Baldissera, believes that the creation of the committee represents an important advancement for the state. “The establishment of a committee for deliberating on low-risk activities is a big step toward modernizing the business environment in Santa Catarina,” he stated.
With the approval of Governor Jorginho Mello, the government intends to quickly implement the State Program for the Modernization of the Santa Catarina Business Environment and boost the state’s economy with more freedom for entrepreneurs.
