Senate approves PL that exempts IPVA from electric cars in SP

New PL approved in SP for exemption from IPVA for electric cars should come into force soon

The Legislative Assembly of São Paulo (SP) approved last week the bill 1256 / 2019, authored by state deputy Emidio de Souza (PT), which establishes a policy to encourage the use of electric and hybrid cars in SP. The policy proposed by the deputy eliminates the IPVA taxation applicable to the state of SP for electric cars and reduces by half the IPVA taxation on hybrid cars for the next 5 years.

To be eligible for the benefit, electric cars must be priced below 8.000 UFESPs (Fiscal Unit of the State of SP), which in 2021 corresponds to R$ 232.720. Therefore, the electric and hybrid cars eligible for exemption from IPVA in this project are the Toyota Corolla, Corolla Cross and Prius.

New partnerships according to the PL and IPVA exemption

According to the PL, in addition to the IPVA exemption, the state government can establish partnerships with Technological Parks, Research Institutes, companies and universities. So that these institutions can “perform vehicle support infrastructure works”.

In the justification, Emidio argues: “the proposal presented is based on several successful experiences in several countries that opted for vehicles powered by renewable energy”, he explains.

The deputy also mentions a 2009 survey on the “Strategy for the Implementation of Electric Cars in Brazil”, carried out by economist João Paulo dos Reis Velloso. The conclusion was that the electric car brought a better cost-benefit ratio than a common car, combustion.

Although 2020 brought negative sales records, the electric and hybrid car sector celebrated with a 66,5% increase in license plates. The market jumped from 11.858 units in 2019 to 19.745 in 2020, according to Fenabrave.

Admittedly, the country is still in its infancy in this segment, and there is a lack of infrastructure that allows the growth of electric cars in the country, such as a wide network of charging stations. Furthermore, one of the main challenges for this type of vehicle to become popular is its high price.
