The National Department of Transport Infrastructure, Dnit, formalized a Technical Cooperation Agreement with the Palhoça City Hall to bid for the construction of marginal roads between kilometers 15 and 18. The stretch is located between BR-101 and the Contorno Viário, mixing traffic from two neighborhoods with heavy truck traffic.

The discussion about urban mobility in Greater Florianópolis gained a new chapter this weekend. The stretch considered most chaotic of BR-282 in Palhoça, on the Santa Catarina coast, may finally receive the marginal roads that have been demanded for years by residents, drivers, and business owners in the region.

According to NDMais, the formalization took place through a Technical Cooperation Agreement signed between Dnit and the local city hall. The document foresees the start of procedures to bid for the construction of marginal roads in the area located between BR-101 and the Contorno Viário, a point where local and long-distance traffic mix daily.

Why the stretch is considered one of the worst on the highway

The region faces a daily equation with a difficult solution. On one side, there is typical neighborhood traffic, with residents going to the market, taking children to school, and traveling short distances within the municipality of Palhoça.

On the other side, all state logistics pass through. Heavy trucks that cross Santa Catarina from end to end use exactly the same stretch, creating a scenario where pedestrians, motorcyclists, small cars, and large vehicles compete for the same space along a few kilometers.

This crossing of such different profiles has long been demanded by the local press. Vehicles from Grupo ND, for example, have been warning about the risks and unusual scenes frequently witnessed at the site, which clearly was not designed to accommodate this dual demand for heavy logistics and active urban areas.

The result is a stretch that combines constant traffic jams, risky maneuvers, and accident statistics that concern authorities. The pressure for a structural intervention accumulated over the years, until reaching the agreement now formalized between the two spheres of government involved.

What changes with the marginal roads between km 15 and 18

The proposal under discussion addresses precisely this problem of mixed profiles. The marginal roads function as parallel lanes to the main highway, creating a dedicated corridor for short-distance traffic within the neighborhood.

The physical separation between traffic flows is the essence of the solution. Those who only circulate within the municipality use the marginal roads, while those who use the highway to cross Santa Catarina remain in the central lanes, with a more constant flow and without unnecessary interruptions during the journey.

The scope defined by the Technical Cooperation Agreement covers kilometers 15 and 18 of BR-282. This specific stretch was chosen because it concentrates the largest number of intersections with urban roads, businesses along the highway, and accesses to busy residential neighborhoods in Palhoça.

The preliminary design of the work did not come directly from Dnit, and this is another particularity of the case. A group of local business owners developed the initial study, taking the proposal to the responsible authorities so that the intervention could begin to take technical and administrative shape even before the formalization of the public agreement.

The tender still without a date and the next steps

Despite the already signed agreement, there are still steps to be completed before the works effectively begin. The tender is the next big step, and it defines who will execute the project and under what contractual conditions.

The bidding process involves publishing a call for tenders, analyzing proposals, technical and financial evaluation of interested companies, and formalizing the contract with the winner. Dnit, however, has not yet confirmed a specific date for the launch of the tender, a sign that this administrative cycle should take a few more months.

This interval between the agreement and the actual start of works often frustrates communities awaiting concrete solutions. The formalization of the agreement is only the first stage, and it depends on a sequence of bureaucratic procedures to actually become a construction site on the highway.

Even so, the current progress is considered significant. The agreement between Dnit and the city hall unblocks a negotiation that seemed stagnant for some time and creates a legal basis for the next steps, a necessary condition for any federal infrastructure intervention involving public funds.

The Palhoça-Lages duplication and the state panorama

The movement on BR-282 in Palhoça occurs in parallel with another important agenda. The duplication of the urban stretch of the highway between Palhoça and Lages, in Santa Catarina, also recently gained momentum, with advances in the administrative process conducted by Dnit.

The bidding process for this duplication has already been concluded. The stretch to be duplicated is about 200 kilometers long and crosses a large part of Santa Catarina’s territory, connecting the Coast to the mountains with strategic importance for the state’s economy and logistics.

Despite the conclusion of the bidding process, Dnit informed that there is still no defined forecast for the start of the execution contracts. This gap between the contractual phase and the construction site is common in large federal projects but often generates anxiety among municipalities directly affected by the planned interventions.

The combination of these two fronts shows that BR-282 remains a priority in Santa Catarina’s infrastructure planning. If both works are confirmed, the gain for road circulation within the State tends to be significant, with effects felt both in cargo logistics and in the daily routine of residents of cities cut by the highway.

The expected impact for Greater Florianópolis

For those living in Greater Florianópolis, the arrival of the service roads in Palhoça can represent a real change in daily life. The current stretch is a known bottleneck for drivers who need to cross the municipality, and any improvement in fluidity tends to reflect in time savings on daily commutes.

The commercial impact is also considerable. Businesses located along BR-282 face difficulties receiving customers and dispatching goods during peak periods, and the separation of traffic flows can reduce the disruptions felt by local businesses in the region.

Road safety is another point frequently cited in debates about the stretch. The mix of pedestrians, cyclists, motorcyclists, and large trucks often results in serious accidents, a problem that the creation of service roads tends to significantly mitigate by reorganizing the use of road space.

Now, it remains to follow the project’s progress. Each new stage completed by Dnit should generate repercussions among the residents involved, and the expectation is that the bidding process will be officially launched in the coming weeks or months, allowing the work to finally get off the ground and improve the routine of those who depend on this highway for their commute.
