The Discontinuation of Diesel Oil S500 Innovates the Country’s Transportation Fuel Matrix, Bringing Benefits for Vehicle Engine Performance, the Environment, and Protecting Consumer Interests.
ANP concluded the public hearing regarding the draft resolution last Friday (7/15), which, among other measures, establishes the new national specifications for diesel oils S10 and S500 for road use and quality control measures. The hearing started on 7/6 and, due to the large number of exhibitors, continued on 7/15.
According to the Agency, the new resolution will review the ANP Resolution No. 50/2013, in line with ANP’s role of promoting regulatory quality improvement. The draft is aligned with Resolution No. 16/2018 from the National Energy Policy Council (CNPE), which, among other determinations, addressed the improvement of biodiesel quality specifications and diesel oils A and B by ANP.
The Main Proposed Changes in the Draft Are:
– Change of parameter limits for the specifications of diesel S10 and S500, such as oxidation stability, cold filter plugging point, acidity index, and water content;

– Inclusion of requirements for good handling, transport, and storage practices for diesel oils A and B;
– Introduction of co-processing as a production alternative for diesel oil, adding a product with a renewable portion to the country’s transportation fuel matrix, which will contribute to the mitigation of carbon dioxide emissions;
– Change in the definition of diesel oil A, allowing any non-renewable raw material to be used in its production, provided that the final product results in a hydrocarbon with characteristics similar to diesel oil; and
– Discontinuation of diesel oil S500 for road use and S1800 for non-road use, replacing it with low-sulfur diesel oil S10. For this purpose, the draft includes a provision stating that ANP, after consulting producers and importers, will define a plan and timeline for executing the substitution of S500 and S1800 with S10 within a period of up to four months.
The discontinuation of diesel oil S500 not only innovates the country’s transportation fuel matrix but also improves the quality of diesel oil B, bringing benefits for vehicle engine performance, the environment, human health, and protecting consumer interests.
To reach the proposal, ANP’s technical teams used the GUT Matrix (a prioritization tool based on the criteria of gravity, urgency, and trend) for the review axes analyzed concerning product quality. Moreover, international experiences were evaluated, and various technical-scientific studies and preliminary technical discussions with several economic agents in the supply chain were conducted.
The topic also underwent a public consultation for 45 days. The suggestions received during this phase of public participation will be evaluated by the technical area for possible amendments to the original draft. The consolidated text will undergo legal analysis by the Federal Prosecutor’s Office with ANP and will be approved by the ANP Collegiate Board before publication.
