Transpetro Launches International Tender to Hire 4 ‘Handy’ Class Ships. Shipyards in Brazil Can Use Resources from the Merchant Marine Fund (FMM).
Transpetro has opened a global bidding process for the acquisition of four additional ships. Companies interested in participating will have a deadline of 90 days to submit their proposals. The selected shipyard is expected to be announced, and the contract signed by the end of this year.
This initiative is led by Transpetro, which acts as a subsidiary of transportation and logistics of Petrobras. National shipbuilding companies will be able to use resources from the Merchant Marine Fund (FMM) to participate in this project. The result of the tender and the formalization of contracts are expected to occur in December.
Capacity and Launch of Transpetro’s Vessels
The ‘Handy’ class ships will have a capacity ranging from 15,000 to 18,000 gross tons, and the first vessel is expected to launch in the first half of 2026. According to Transpetro, subsequent launches will take place at six-month intervals until mid-2028.

The CEO of Transpetro, Sergio Bacci, emphasized that the competition will be open to both local and international companies. However, shipyards in Brazil will have the advantage of accessing the Merchant Marine Fund (FMM), and Petrobras will also consider import taxes in evaluating proposals.
Incentive to the Brazilian Shipbuilding Industry
Bacci stated in a press conference held in Rio de Janeiro that the announced ship acquisitions represent a significant boost for the Brazilian shipbuilding industry. He expressed hope that national shipyards will take advantage of this opportunity. Interested companies have a 90-day deadline to present their proposals.
Announcement of the Winner and Contract Signing
Transpetro expects the winning shipyard to be announced and the contract signed in December of this year. The orders are part of the fleet renewal and expansion program of the Petrobras System, which currently includes 16 cabotage ships, according to the oil company’s Strategic Plan for 2024 to 2028, with another nine still under study.
Presidential Pressure and Relevance to the Economy
Following pressure from President Luiz Inácio Lula da Silva, Petrobras was urged to strengthen the country’s shipbuilding industry. The president believes the sector is essential for job creation, especially after its loss of relevance in the last decade due to corruption scandals involving various projects.
Strengthening of Oil and Derivatives Logistics
The president of Petrobras, Magda Chambriard, emphasized in a statement that the program will increase the logistical capacity for oil and derivatives. Chambriard also highlighted that these contracts are a milestone for strengthening the national shipbuilding and offshore industry.
Structure and Operations of Transpetro
With a prominent position as the largest multimodal logistics company for oil and derivatives in Latin America, Transpetro currently operates 48 terminals, including 27 waterway and 21 land terminals, in addition to approximately 8,500 kilometers of pipelines and 33 ships. In addition to serving Petrobras, Transpetro also works with distributors, petrochemical industries, and various companies in the oil and gas sector.
