Understand The Changes In The Regulations
The Brazilian Navy published on May 26, 2025, through the Directorate-General of Navy Material (DGMM), a new ordinance that defines updated rules for the acquisition, registration, and carrying of firearms by its military personnel. The measure, signed by the director-general Edgar Luiz Siqueira Barbosa, comes into effect on June 2, 2025, revoking the previous regulation from March 2024.
Limits And Classifications Of Weapons
The new regulation establishes that each member of the Navy may possess up to six firearms for personal use, with up to five of those being restricted use. The permitted weapons include pistols, revolvers, and semi-automatic shotguns with conventional ammunition whose energy at the muzzle does not exceed 407 joules. The restricted-use weapons include automatic firearms, regardless of type or caliber.

Procedures For Acquisition And Registration
To acquire a firearm, the military member must use the Military Weapon Management System of the Brazilian Navy (SIGMA-MB), a platform implemented to optimize and provide greater security to processes related to firearms for personal use. Registration in the personal inventory of SIGMA-MB is mandatory. In addition, each military member may acquire up to 600 rounds of ammunition per year for each weapon registered in the system.

Rules And Validity
The carrying of a firearm is personal and non-transferable, valid only for the specified weapon in the authorization. The military member must carry valid identification when using it. The authorization can be revoked at any time, according to criteria established by the Navy.
Restrictions And Impediments
The regulation establishes prohibitions for the acquisition of weapons by military personnel who are responding to administrative or judicial processes, or who have a history of behavior incompatible with the carrying of firearms.
Compliance With Policies And Guidelines
The new ordinance was published in the Official Gazette of the Union on May 26, 2025. In addition, it comes into effect on June 2 of the same year. Therefore, the measure seeks to ensure greater control and security in the possession and carrying of firearms by Navy personnel. Moreover, the regulation aligns with both the guidelines of the Ministry of Defense and the current legislation, reinforcing institutional responsibility.
