Even with salaries up to R$ 6,000 and immediate opportunities, 800 positions remain open in the North Section of the Rodoanel Mário Covas (SP-021), one of the largest infrastructure job fronts in Brazil today. The reason? The labor shortage in the construction sector, which has been exacerbated by a clear shift in the behavior of young workers.

The works, resumed in 2024 after six years of suspension, are in full swing and promise to connect Raimundo Pereira de Magalhães Avenue in the capital to President Dutra Highway (BR-116), over a stretch of 44 kilometers. The impact will be direct in cities like Guarulhos, Arujá, Itaquaquecetuba, Poá, and Suzano — both on urban mobility and job creation.

Construction Sector Hires a Lot but Struggles to Attract Young People

Although it is one of the sectors that hires the most in Brazil, with 2.9 million registered workers, according to Caged (March 2025), the construction industry is experiencing a workforce blackout, especially at the base of the production chain.

David Fratel, director of People at SindusCon-SP, explains that the main difficulty is attracting newcomers to the labor market, such as apprentices and helpers. “Today, our biggest crisis is the lack of these helpers, who represent 50% of the workforce in construction,” he states.

The issue is not a lack of pay: salaries range from R$ 2,500 to R$ 6,000. An experienced bricklayer can earn between R$ 13,000 and R$ 15,000, and positions like site manager can reach R$ 20,000 a month, even without the need for higher education. What is lacking, according to Fratel, is to show that there is a career plan in this sector — and this is being developed in partnership with Sintracon-SP, the workers’ union in construction.

Young People Want More Autonomy and Reject Traditional Models

A survey by the Locomotiva Institute helps explain why so many young people avoid the construction sector. According to the research:

  • 63% of workers in São Paulo dream of having their own business
  • 67% no longer see a formal job as synonymous with security
  • 64% say that formal work offers little flexibility

According to Renato Meirelles, president of the institute, there is a cultural shift happening: “These young people don’t want to be told what their hour is worth. They want to decide that for themselves.” In other words, the problem is not only the conditions of the job openings, but how formal work is perceived by this new generation.

Rodoanel North Offers Benefits and Immediate Hiring

The works on Rodoanel North are carried out by the Cantareira Consortium, formed by the companies Odebrecht Engineering and Construction and Renea Infrastructure. The project is considered one of the most relevant in the country in the field of mobility and urban infrastructure. The 800 job openings include positions such as:

  • Production Assistant
  • Carpenter
  • Electrician
  • Concrete Mixer Driver

The work schedule is from Monday to Thursday, from 7 AM to 5 PM, and Friday until 4 PM. Salaries range from R$ 2,500 to R$ 6,000, with benefits such as:

  • Medical Assistance
  • Transportation Allowance or Shuttle Transportation
  • Food Allowance
  • Meal on Site
  • Life Insurance

Labor Shortage Threatens Progress on Major Projects

The shortage of professionals in the construction sector is not exclusive to Rodoanel. It is a reality that worries the sector throughout the country. Large infrastructure projects, such as railways, highways, hydroelectric plants, and social housing, face challenges in hiring qualified workers — especially among the youth.

The hope for the sector lies in initiatives that can demonstrate that construction can be a prosperous career, with a good future and salary, even for those without higher education. However, to achieve this, it will be necessary to rethink communication strategies, create training policies, and build a clearer career path.

As Pedro Schettino, contract director of the Consortium, summarizes: “This is one of the most important urban mobility projects in Brazil. It improves the lives of the population and generates real opportunities for those living nearby. But we need people willing to seize this chance.”
