The Cities of Macaé and Campos Can Benefit from New Investments in the Oil and Gas Sector, Promoted Under the Promar Program and the New Gas Law
Last Saturday, (08/28), the Minister of Mines and Energy (MME) Bento Albuquerque visited the Pampo oil exploration platform and the Marlim Azul Thermoelectric Power Plant in the cities of Campos dos Goytacazes and Macaé, in Rio de Janeiro. The Marine Field Revitalization and Production Incentive Program (Promar) and the New Gas Law promise to boost Macaé’s economy, job creation, and the maintenance of local goods and services industries. The Visit of the Minister of Mines and Energy, Bento Albuquerque, to the City of Macaé
< p>Accompanied by Macaé’s Mayor, Welberth Rezende, the Minister of MME visited the Pampo platform, operated by the British company Trident Energy, and the construction of the Marlim Azul Thermoelectric Power Plant, which will use natural gas extracted from the pre-salt. The meeting strengthens investment prospects of US$ 30 billion in the region based on the Promar strategy.
The Mayor of Macaé stated that they visited the largest fixed platform in Latin America, which, in one year, increased its oil production by 54% through direct investments made by Trident Energy. The reality is that the platform was on the path to decommissioning; however, its cycle was renewed for another 18 years, and this is off the coast of Macaé, he emphasizes.

Importance of the Campos Basin
During the visit to the city of Macaé, the Minister of MME, Bento Albuquerque, also emphasized the importance of the Campos Basin in the development of oil and gas exploration in the country and highlighted the construction of public policies that have allowed for the resumption of oil and gas activities in the region. “With exploration started in the 1970s by Petrobras, the time has come to revitalize the mature fields. The Pampo platform’s asset was acquired from Petrobras in 2020, along with nine other adjacent fields (Pampo and Enchova hubs), which will receive investments for revitalization of at least US$ 1 billion, increasing the reserves of the fields by 203 million barrels of oil, an initiative that provides income and jobs,” emphasized the Minister.
The Campos Basin, covering an area of about 100,000 km2, between Vitória (ES) and Arraial do Cabo (RJ), was once the main producer of oil and natural gas in Brazil, being responsible for 65% of all the oil ever produced in the country. Today, most of its fields are considered mature. “The Campos Basin has a very important symbolism for Brazil. Oil and natural gas are national resources. Promar is a revitalization program that will directly serve this region, generating more jobs and income,” said Minister Bento Albuquerque during his visit to Macaé.
The Marlim Azul UTE
In Macaé, the minister visited the construction of the Marlim Azul Thermoelectric Power Plant, which will use natural gas extracted from the pre-salt. Through private investments (Pátria Investimentos, Grupo Shell, and Mitsubishi Hitachi Power Systems), the thermoelectric plant will complement the country’s energy generation starting in 2023. The construction of the enterprise is expected to generate up to 1,500 direct jobs and aims for lower emissions than traditional thermoelectric plants.
“The Minister’s presence in Macaé reinforces our city’s strategic positioning for Brazil’s energy market. The forecasts for investments arising from the revitalization of mature fields are positive, especially in generating business and jobs,” highlights Mayor Welberth Rezende.
