Bahia Receives Energy Innovation Center from Windey Energy, Third Largest Wind Turbine Manufacturer in the World
Bahia has taken another important step to establish itself as a reference in clean energy and technological innovation. The Chinese multinational Windey Energy, one of the largest manufacturers of wind equipment on the planet, has chosen Salvador as the headquarters for its first official operation in Brazil, where it has just inaugurated its office and a modern Research and Development (R&D) Center, located on the SENAI Cimatec campus.
The opening ceremony was attended by Windey’s global president, Cheng Chenguang, and various Brazilian authorities, including Bahia’s governor, Jerônimo Rodrigues, the minister of the Civil House, Rui Costa, the president of CNI, Ricardo Alban, as well as executives from the science and technology sector and representatives from the energy market.
R&D Center and Office Mark the Start of Windey’s Journey in Brazil
Contrary to what had been previously announced, there is currently no confirmation of a wind turbine factory in Bahia. Windey’s initial presence in Brazil focuses on the development of solutions aimed at wind energy generation and battery storage, with special emphasis on areas outside the traditional electrical distribution grid — the so-called off-grid solutions.

According to Windey’s business director for Latin America, Hugo Iounchan Chang, Bahia has all the ideal conditions for the company’s technologies to be applied efficiently. He highlighted, for example, projects involving microgrids powered by low-wind wind towers, combined with smart storage batteries, as an alternative for energy supply in isolated rural areas.
These technologies have the potential to serve both small producers who still live without access to electricity and agribusiness facilities that require large-scale supply. This is a direct response to the challenges faced by areas that still rely on fragile or nonexistent grids.
“Brazil has potential and we are committed to the sustainable development of Bahia,” stated Cheng Chenguang during the ceremony, emphasizing that the synergy with SENAI Cimatec was decisive for the choice of the state as Windey’s headquarters in Latin America.
Energy and Innovation in the Heart of the Semiarid Region
The executive superintendent of planning and new business at SENAI Cimatec, André Oliveira, explained that the research center is already directed towards developing technologies with practical and immediate applications. One of the focuses is to enable, through the Cimatec Sertão project, a standalone energy generation and storage unit with the potential to transform the energy landscape of the semiarid region.
According to him, the objective is to identify points in Brazil with energy potential to replicate this technology, always focusing on local generation, sustainability, and low cost. The expectation is that, with the advancement of research, Windey will become a key link in building national solutions for the renewable energy sector.

Brazil-China Partnership Marks New Phase of Green Industrialization
The establishment of Windey’s R&D center is the result of broader diplomatic efforts. The decision was made following a memorandum of understanding signed during an official federal government mission to China, with direct support from the President of the Republic, the government of Bahia, and ministries linked to the productive sector.
More than an economic bet, the project represents a strategic initiative to bring Brazil closer to the new green economy, based on clean industrialization, scientific development, and leveraging the natural vocations of the national territory.
Even without a factory in operation, Windey’s presence in Brazil already positions the country on the radar of major technological powers in clean energy. Engagement in the Northeast — especially in Bahia, a leader in wind generation — opens space for the development of a new ecosystem that can connect industry, agribusiness, and technological innovation.
Expectations for the Future: From Semiarid to Energy Protagonism
The arrival of Windey is a symbolic and technical milestone. It shows that Brazil does not want to just import technology but also develop and export solutions for energy adapted to its geographic and social conditions. The semiarid region, once associated with scarcity, now stands out as a frontier of innovation, where wind, sun, and creativity convert into real growth opportunities.
The office and research center of Windey in Salvador are still the first steps, but the potential for expansion is significant. With a solid base of institutional and technical support, the Chinese multinational can become a major ally in transforming Brazil’s energy matrix and strengthening the national industry on sustainable bases.
