New Offshore Wind Power Plant Project in Ceará Promises to Generate More Than 2 Thousand Jobs During Its Construction Phase, Boosting Ceará in Economic and Sustainability Issues.
The multimillion-dollar project for the development of an offshore wind power plant, that is, with towers offshore, in Acaraú, on the western coast of the state of Ceará, plans to begin construction in January 2024. Known as Dragão do Mar Offshore Wind Complex, the project aimed at the electricity sector foresees investments of R$ 18 billion until the operation phase, with expectations of generating more than 2 thousand direct jobs.
2,800 Direct Jobs Will Be Generated by the Offshore Wind Plant
If the schedule progresses as planned, the completion of the offshore wind power park in Ceará will take place in May 2026. Like other offshore wind power projects in the state, this one is also in the process of applying for the Preliminary License from the Brazilian Institute of Environmental Affairs (Ibama).
The potential energy generation is 4 GW at the offshore wind power plant. During the construction of the offshore wind power park, around 2,800 direct and indirect jobs will be created. An additional 125 permanent jobs will be needed for the operation of the offshore wind plant in Ceará. The novelty is that the project of the Dragão do Mar Complex will be under the responsibility of Energo, a Ceará-based company specializing in renewable energy-focused projects.

More Than 25 Thousand Jobs Could Be Created in Ceará
For Joaquim Rolim, coordinator of the Energy Center at the Federation of Industries (Fiec), the expectation is that in the medium to long term, a large part of the 11 expected projects will come to fruition. Rolim states that the number of jobs created in wind energy projects typically ranges from 10 to 15 thousand jobs per GW.
If we consider only 10% of the projects, that would amount to around 25 thousand jobs created. A large part of the opportunities is for the development of offshore facilities, but Rolim estimates that there will also be job openings in administration and law for contract drafting and business models, in schools and universities for professional training, in engineering for project development, among others.
Wind Energy in the State of Ceará
The wind energy in the state of Ceará is nationally recognized for its great potential, estimated at approximately 35 thousand MW, with 25 thousand MW onshore and 10 thousand offshore, according to the State Wind Atlas. In 2020, the state ranked third in the Brazilian ranking.
At that time, Ceará had 84 wind power parks, and currently, the estimate is that Ceará will lead the Brazilian market in offshore wind energy projects after the regulation of energy production at sea. Earlier this year, President Jair Bolsonaro signed the measure, which is expected to unlock billions in investments.
Ceará has the first projects conceived in Brazil, totaling six generation park projects of this type. Since 2016, these ventures have been waiting at the beginning of a queue that now includes 23 projects, which have environmental licenses in progress.
