International Entrepreneurship Program Coordinated by the American Institution Aims to Transform the State of RJ into a Global Hub for Innovation in Energy and Sustainability
With the support of Petrobras, the state of Rio de Janeiro has been selected for REAP, a startup acceleration program coordinated by the Massachusetts Institute of Technology (MIT). The aim is to stimulate the creation and development of startups focused on the energy and sustainability sectors, thereby transforming Rio de Janeiro into a global hub for innovation in these areas.
Petrobras will invest R$ 1.3 million for the implementation of the project, which has a total budget of R$ 3.2 million. The company’s resources come from the research and development (R&D) program of Aneel. The expectation is that, starting from the implementation of actions, around R$ 200 million in new investments will be attracted to the state of Rio de Janeiro, including investments in startups, R&D projects, and the dissemination of new technologies.
“We want to stimulate the environment for innovative businesses through the articulation of entrepreneurship initiatives in the areas of energy and sustainability, enhancing the innovation capacity of the supply chain, and implement a structured ecosystem that will bring significant investments to Rio de Janeiro and to the energy industry. Everyone has a lot to gain from this initiative that can transform the state into a hub of innovation in Brazil,” emphasizes Nicolas Simone, Director of Digital Transformation and Innovation at Petrobras.

More than R$ 526 million generated in oil in 2025 was not enough to place Espírito Santo in the lead of innovation — and the data shows exactly where the bottleneck is.

Program
Annually, REAP selects up to eight regions worldwide for a two-year training program. Upon completing the program, group members are committed to disseminating knowledge in the selected region, which then becomes part of REAP Global. The program is divided into four phases: diagnosis, development of the action strategy, implementation of actions, and sustainability strategy.
The selected project must engage, from the submission of the proposal for selection, all actors outlined by the methodology: universities, corporations, government, entrepreneurs, and venture capital investors. The application of the state of Rio de Janeiro for participation in the program was led by Coppe/UFRJ, through the Laboratory of Technological Innovation (LabrInTOS).
By joining the project selected by MIT, Petrobras will optimize its investments in R&D and Innovation, seeking to enhance the deployment of technologies in the energy value chain through integration with the entrepreneurial ecosystem.
In 2019, Petrobras’s investment in the area of R&D was US$ 576 million. The Rio de Janeiro region is one of the company’s main investment hubs for innovation and has a large concentration of public and private research centers.
