Petrobras Received Authorization from ANP to Resume Drilling of Morpho Well in the Mouth of the Amazon River in Amapá. The Decision Reignites Controversy Over Environmental Risks, Billions in Oil, and Brazil’s Energy Future.

Petrobras is officially authorized to resume drilling in the Mouth of the Amazon River. The National Agency of Petroleum, Natural Gas, and Biofuels (ANP) approved, this Wednesday (4), the resumption of activities at the Morpho well, located off the coast of Amapá.

The operation had been halted in early January following a leak in auxiliary lines connecting the rig to the well.

The incident drew attention. However, both Petrobras and Ibama stated that there was no environmental risk or threat to people’s safety. According to the agencies, the fluid released was biodegradable and within permissible toxicity limits. 

Moreover, there was no recorded impact on the fauna, flora, or coastal communities in the region.

Still, the episode raised questions. After all, this is one of the most sensitive and strategic areas of the Brazilian coast.

ANP Imposes Strict Conditions Before Petrobras Can Resume Drilling

The ANP’s authorization was not automatic. On the contrary, the regulatory agency made it clear that Petrobras could only resume drilling after meeting a series of technical requirements.

“Considering the technical analyses conducted and the mitigating measures proposed by Petrobras, it was concluded that there is no obstacle to the resumption of drilling activities at the said well, upon receipt of this letter,” said the ANP in the authorization.

Among the requirements are the replacement of all seals in the riser joints, which is the tube connecting the rig to the well. Additionally, Petrobras needs to prove that all professionals involved have up-to-date training. 

The preventive maintenance plan must also be reviewed.

Another important point is the use of spare riser joints, which can only occur after the submission of compliance certificates. In other words, the margin for error is now minimal.

Meanwhile, the ANP has initiated an audit of the operational safety management system of the rig. The inspection began last Monday (2) and aims to verify whether all protocols are being followed in accordance with industry regulations for oil and gas.

Despite the repercussions, the involved agencies state that the leak that occurred in early January did not cause harm to the environment. 

The fluid used, according to them, is biodegradable. Moreover, there were no reports of impacts on marine animals, vegetation, or local communities.

Even so, the case has raised attention to Petrobras’s operation in the Mouth of the Amazon River, a region that mixes enormous economic potential with significant environmental sensitivity.

Petrobras Well May Reveal Up to Billions of Barrels of Oil

The Morpho well is located in block FZA-M-059, in deep waters off Amapá. It is about 175 kilometers from the Brazilian coast and approximately 500 kilometers from the mouth of the Amazon River. The total anticipated depth is 7,000 meters.

The environmental license for this drilling was granted by Ibama on October 20 of last year, following a process that began back in 2020. On the same day, Petrobras commenced activities.

The area is seen as one of the most promising in the country. The federal government and Petrobras believe that the Mouth of the Amazon River could hold up to 10 billion barrels of oil. 

If confirmed, this could change the future of Brazilian production and ensure energy security for decades.

On the other hand, Petrobras’s advance in this region also reignites the debate about the limits of oil exploration in environmentally sensitive areas.
