Mogi das Cruzes Begins the Construction of CEMPRE Biritiba Ussu with R$ 11.7 Million in Investment. Mayor Mara Bertaiolli Bets on Integral Education and Sustainable Structure to Transform Local Public Education
On September 6, 2025, the mayor of Mogi das Cruzes, Mara Bertaiolli, initiated the construction of the new Municipal Center for Educational Programs (CEMPRE Biritiba Ussu), marking a significant advance in the provision of education in the municipality.
With an investment of R$ 11.7 million, the new unit will serve children aged 4 to 10 full-time, reinforcing the current administration’s commitment to the quality of public education.
Integral Education in Mogi das Cruzes Gains New Momentum
The project for CEMPRE Biritiba Ussu represents a concrete response to the historical demands of the local community. The new school will have the capacity to accommodate 312 students distributed across 13 classes, from early childhood education to elementary school I. The proposal is to offer full-time education, with modern and sustainable infrastructure, aligned with best pedagogical practices.

The groundbreaking ceremony for the construction was attended by municipal authorities, including Vice Mayor Téo Cusatis, secretaries, city councilors, and local residents. The event took place on-site at the construction area, located on Benedito Rodrigues Cardoso Road, at the intersection with Expedito Donizete Barbosa Street, in the Boa Vista neighborhood, Biritiba Ussu district.
Modern and Sustainable Structure for CEMPRE Biritiba Ussu
The construction of the new CEMPRE will be carried out by Demax, with an expected completion date by the end of 2026. The building will have two floors and will include:
- 8 classrooms
- 3 multipurpose rooms
- Technology innovation room
- Covered sports gym
- Reading and research room
- Covered courtyard and natural recreation area
Moreover, the project incorporates sustainable solutions such as rainwater harvesting, recycled material flooring, natural lighting and ventilation, soundproof roof, and photovoltaic panels for solar energy generation.
Mara Bertaiolli Reinforces Commitment to Public Education
During the event, Mayor Mara Bertaiolli emphasized the importance of the construction for the Biritiba Ussu community. She highlighted that the region is receiving a full-time school with modern standards, sustainable practices, and high-level infrastructure. This initiative represents an important advancement in providing quality education close to families, addressing an old need of the community.
Vice Mayor Téo Cusatis also stressed the impact of the initiative, stating that full-time education has the power to profoundly affect the lives of children and their families. With the arrival of the new CEMPRE, access to education will be expanded, addressing the lack of seats, and children will receive better opportunities to build a promising future.
Investment to Reduce School Demand in Mogi das Cruzes
The investment of R$ 11.7 million in CEMPRE Biritiba Ussu is part of a broader strategy by the Mogi das Cruzes City Hall to expand the provision of full-time education. The new unit will help alleviate pressure on nearby schools, such as EM Leopoldino Cardoso de Moraes, CEIM Maria Martinha Cardoso Paes, and EM Prof. Primo Villar, which currently accommodate a large number of students from the district.
The project also includes urban infrastructure improvements. The Municipal Secretariat of Urban Services and Maintenance will replace 53 streetlights along Benedito Rodrigues Cardoso Road with LED lamps, increasing the safety of the route connecting the region to Mogi-Bertioga.
Overcoming Obstacles: Environmental Licensing and Project Resumption
The project for CEMPRE Biritiba Ussu was announced in June 2024 by the previous administration but did not progress due to the lack of environmental licensing. The current administration resumed the process with the Environmental Company of the State of São Paulo (CETESB), addressed pending issues, and obtained the necessary authorization to begin the construction.
This resumption demonstrates Mayor Mara Bertaiolli‘s administration’s ability to face bureaucratic challenges and turn promises into concrete actions, focusing on the improvement of public education.
Expansion of CEMPRES in Mogi das Cruzes
With the inauguration of CEMPRE Biritiba Ussu, Mogi das Cruzes now has nine units of this type. This is the second CEMPRE initiated by the current administration — the first was the CEMPRE of Taiaçupeba, launched in May 2025, with the same capacity of 312 students and investment of R$ 13.5 million.
