The Entrance Gateway Program in RS has been a path of hope for families who lost their homes in the floods of 2024, according to a report published.
Throughout September, 227 homes were delivered in rural communities across 26 municipalities. These deliveries are part of an initiative that anticipates the construction of 600 houses in total, providing housing security and stability for those in greatest need.
The investment of R$ 12 million from the Rio Grande Plan Fund (Funrigs) strengthens the partnership between the state government, rural entities, and cooperatives.

Investment in Rural Housing
The construction of the homes in the Entrance Gateway Program in RS is the result of an agreement that brings together different spheres.
The state government supplements funding, especially for labor, while the Minha Casa Minha Vida Rural finances part of the costs.
This combination ensures the project’s viability and expands the range of deliveries. For the first time, the state has directly engaged in rural reconstruction, enabling hundreds of families to have their homes built again.
The Secretary of Housing and Land Regularization, Carlos Gomes, emphasized that the housing policy aims to address both urban and rural areas, providing housing security to communities.

The distribution of the 227 houses occurred in two fronts: through the Cooperative for Family Agriculture Housing (Coohaf) and the Camponesa Housing Cooperative.

Each delivery reinforces the program’s reach, which operates in areas affected by last year’s rains and seeks to ensure quality housing for farming families.
Next Steps and Program Expansion
In addition to the rural phase, the Entrance Gateway Program in RS will also have an urban phase. In June 2025, a letter of intent was signed between the state government and the Caixa Econômica Federal to ensure the inclusion of R$ 34 million in the Annual Budget Law for 2026.
These resources will be applied in the Urban Entities modality, which will serve housing cooperatives linked to Minha Casa Minha Vida.
The first action of this phase anticipates the construction of 1,689 housing units, strengthening the program as one of the main instruments for access to homeownership in the state.
