The Works of the Rota 3 Gas Pipeline Are Well Advanced and the Flow of Gas from the Pre-Salt to the UPGN at Comperj Will Benefit Other Types of Activities in the State of Rio de Janeiro Within Petrobras’ Portfolio
To serve Petrobras and other operators, the construction project of the Rota 3 gas pipeline, which aims to transport 18 million cubic meters of gas from the pre-salt of the Santos Basin to Comperj for processing and availability to the consumer market, is entering its final construction phase. Only a few adjustments are needed for the works to be completed in the East of the State of Rio de Janeiro.

According to João Leal, General Director of the Intermunicipal Consortium for Development of the East Fluminense (Conleste), in an interview with Portal Petronotícias, the Rota 3 gas pipeline is almost ready, with only minor interventions in Maricá and the completion of the UPGN of the former Comperj, now called Polo Gaslub Itaboraí, focused on natural gas, remaining.

More than R$ 526 million generated in oil in 2025 was not enough to place Espírito Santo in the lead of innovation — and the data shows exactly where the bottleneck is.

With salaries of up to R$ 30,000 and 2,500 open positions, a shipyard in Aracruz (ES) is at the center of a billion-dollar project by Petrobras that involves platforms capable of producing 225,000 barrels per day.

The project will be the largest natural gas processing unit of Petrobras in Brazil, and it is expected to start operating next year. The flow of gas from the pre-salt to the UPGN at Comperj will benefit other types of activities in the state of RJ, such as the fertilizer industry, agriculture, and tourism, according to Leal.
Regarding the progress of the works at Gaslub Itaboraí (former Comperj), Leal stated that at the beginning of the pandemic, Conleste played an important role in involving the project, implementing sanitary procedures to avoid freezing the works, as this would cause a very negative delay for the project. According to him, the project is now moving at 100% again and is advancing in its construction.
Approval of the New Gas Law Generates Expectations for Conleste and the Rota 3 Gas Pipeline Project That Will Connect Pre-Salt and Comperj
The natural gas sector in Brazil is preparing for profound changes. In addition to Petrobras undergoing a radical withdrawal from its gas portfolio, a series of government reforms aim for greater participation and investment in the sector, such as the proposal of the New Gas Market, which will be voted on today (08/25).
“Considering this regulatory framework, which I am fully convinced will be legitimized by the National Congress, we will usher in the era of competitiveness in the energy sector of natural gas starting next year,” said Leal.
The executive also added that Rota 3 is a gas pipeline that has both maritime and terrestrial components, and the consortium GTR-3 was responsible for the design of the terrestrial part, while Conleste helps to address any administrative difficulties with the public works or environmental departments in the municipalities where Rota 3 passes through.
