During the São Paulo Global Forum, organized by Grupo Voto, Benini emphasized that there is no intention of the government to bring money to the State, but rather to manage Public-Private Partnerships (PPPs). The Basic Sanitation Company of the State of São Paulo – Sabesp was founded in 1973 and is responsible for providing water supply and sewage services to 371 of the 645 municipalities in São Paulo. According to the 2004/2005 edition of the Masons Water Yearbook, it was ranked sixth among the largest global operators.
The privatization of Sabesp will begin, but it is important to remember that Sabesp is a Brazilian company holding the concession for public basic sanitation services in the State of São Paulo, with its main shareholder being the state government. It emerged from the merger of the companies Comasp, Sanesp, Saec, Fesb, and Sanevale, as well as from the autarchy SBS – Saneamento da Baixada Santista. Thus, it also inherits the former CCAA – Companhia Cantareira de Água e Esgotos (1877) and RAE – Repartição de Águas e Esgoto (1883).
Sabesp has played a fundamental role in ensuring the human right to potable water for the inhabitants of the State of São Paulo.
