The government's idea is to change the auction rules for contracting new plants, replacing around 5 megawatts in oil thermal capacity, with contracts expiring until 2025, with new gas units

Non the heels of the launch yesterday (23/07) of the “Novo Mercado de Gás” program, which aims to make fuel cheaper, the federal government is considering changing the rule for the next auctions, starting in 2020.
The idea is to make the most of the exploration of new gas fields in the pre-salt layer and make it possible to replace thermal plants that use oil with new plants that would use gas as fuel.

It is estimated that there will be 5 megawatts in oil-fired thermal power plant contracts expiring by 2025 and with the lowering of gas prices, it is intended to bid for new thermal plants, but with gas.

According to the Secretary of Planning of the Ministry of Mines and Energy, Reive Barros, “In 2019, all guidelines are maintained, but in 2020, 2021, we may have substantial changes in auction guidelines, already in 2020”.

In addition to the new demand due to the new auctions, the government also intends to change fuel in thermal plants that are under contract with Petrobras, but governed under an old program, from the year 2000.

The Ministry of Mines and Energy also intends to sign long-term contracts to complete demand at peak times.

“We need to provide the necessary conditions for there to be demand (for gas), and thus use the gas (which will be produced) in the pre-salt layer, as well as imported gas,” said the secretary.

With the change in the auctions, it will be possible for the government to buy energy beyond the demand that the distributors present, this would allow the entry of large thermal plants in the auctions.
This rule already existed, but it was canceled, as the distributors were left with excess energy and contracted losses.

As the government works with a scenario of economic recovery, it is common knowledge that the distributors no longer have excess energy as in the past.
