With Almost One Kilometer, The Mega Bridge Now Needs Extra Financing of R$ 105 Million. The City Hall Is Trying to Negotiate to Avoid Delays.

It is undeniable that the construction of a mega bridge can transform the urban and economic landscape of a city.

In Joinville, the promise of a connection between the neighborhoods Adhemar Garcia and Boa Vista excites the population, which awaits a project of almost one kilometer over the Cachoeira River.

But not everything is going as well as expected.

A new update in the contract revealed a significant increase in the budget, and local administration is already facing a dilemma that threatens the deadline for delivery.

The span of the bridge is impressive – 980 meters of concrete that cross the river and bring together two important areas of Joinville.

The expectation is that the work, which began in May of this year, will be completed by the end of the first half of 2026.

However, a R$ 105 million adjustment to the original amount has put the city hall in search of solutions to avoid delays.

According to the municipal administration, the initial loan with Fonplata (Financial Fund for the Development of the Silver Basin) needs to be complemented for construction to continue without interruptions.

As per the contract signed with the fund in 2017, the financing has been extended until September 2026, totaling around R$ 205 million for the bridge.

Need for Additional Resources

The initial estimated cost for the bridge and the access road works was approximately R$ 310.8 million.

However, according to the city hall, the need for a contract adjustment has added R$ 105 million to the value, raising the total cost to a more challenging level for public finances.

Due to this increase, the city hall is negotiating with Fonplata to secure a financing supplement to cover the rise.

According to the current financial calculation, the amount of US$ 40 million from the Fonplata loan is divided as follows:

US$ 36.1 million is directly allocated for the execution of the bridge, while the remainder covers environmental studies, supervision, and other necessary costs.

However, even with this distribution, the amount remains insufficient, and efforts to resolve the financial gap have been viewed as a priority in the municipality’s budget.

Financing Capacity and Economic Impact

In addition to the rising costs, the situation is complicated by the need for the city hall to recover its payment capacity classification (Capag), an essential factor for qualifying for new international loans.

Currently, the goal is to recover this classification by 2025, which would open doors for more financing with more favorable rates.

The municipal finance secretary stated that the aim is to achieve Capag before the bridge is completed, ensuring more stability in the budget and enabling new partnerships.

According to the Joinville city hall, the bridge project also includes the requalification of the access roads to reduce congestion and improve urban flow in one of the city’s busiest regions.

This factor further increases the importance of the project, which, despite budgetary challenges, promises positive economic impacts and is seen as a long-term achievement.

Two Work Fronts

The construction of the bridge is being carried out in two fronts.

The first involves the installation of support structures and foundations in the bed of the Cachoeira River, while the second is responsible for assembling the elevated section that will provide access to the main roads.

This process allows for greater speed and flexibility in the progress of the work, but it depends on complementary resources for both sides to advance without interruptions.

For the Joinville city hall, the bridge represents a milestone in infrastructure and urban mobility.

According to municipal representatives, a project of this magnitude requires financial and social commitment, and efforts to ensure continuity remain a priority.

The Importance of the Bridge for the Population

The mega bridge, by connecting neighborhoods and facilitating mobility, promises more than just an immediate benefit.

It brings with it the potential to boost urban development and improve the quality of life for residents who have long awaited a robust mobility project like this.

According to local experts, this connection can increase economic flow, expanding access to commerce and services on both banks.

On the other hand, the pressure to complete the project without interruptions reveals the city’s dependence on external financing and exposes a common challenge in large-scale public works: finding balance between high costs and expected benefits.

The city hall maintains a policy of transparency regarding values and deadlines, seeking to keep the population informed about progress and challenges.

In the coming months, the expectation is that negotiations with Fonplata will reach a consensus, allowing the project to proceed with the necessary resources.

Meanwhile, infrastructure planning and the construction schedule remain aligned to ensure that the final deadline in 2026 is met.
