The Brazilian automotive sector has just gained a new boost. The Automotive Hub of Ceará confirmed that General Motors (GM) will be the first automaker to manufacture 100% electric vehicles at the facility in Horizonte, according to news published by Opinião CE this Monday, September 8.
Production is expected to start by the end of November, marking a decisive step toward innovation and sustainability.
Chevrolet Spark EUV Will Be Produced in the State
According to Governor Elmano de Freitas (PT), the model chosen to kick off this new phase is the Chevrolet Spark EUV. The announcement was met with enthusiasm by the state government, which highlighted the project’s importance for the future of mobility. “It reinforces our commitment to sustainable mobility,” declared the governor.

The Automotive Hub of Ceará is launching with an initial investment of R$ 400 million. In the first phase alone, the plant will have the capacity to produce up to 80 thousand vehicles per year, which could generate around 9 thousand highly qualified jobs for the people of Ceará.
This volume represents not only an economic impact but also a social one, as the State begins to emerge as one of the main automotive innovation hubs in the country.
Another highlight is the inclusion of the Automotive Hub within the Green Mobility and Innovation (Mover) program of the Federal Government.
The initiative ensures tax incentives for companies investing in electric and hybrid vehicles, increasing competitiveness and strengthening the transition to a less polluting transport matrix.
Structure and Assembly in Ceará
GM has signed a contract with the Ceará Automotive Plant (PACE), owned by the Comexport group, to carry out vehicle assembly. In this first phase, the parts will be imported and assembled directly at the Horizonte factory.
However, the trend is that, in the medium term, the project will encourage the formation of a regional supply chain, including companies for batteries, software, and electrical components.
According to Danilo Serpa, president of the Ceará Development Agency (Adece), the impact of production goes beyond job generation. “The expected impact, besides economic, will be technological, attracting research centers and startups related to smart mobility, strengthening the local innovation ecosystem,” he stated.
Comexport as a Strategic Partner
The Automotive Hub of Ceará was announced in August 2024 and has Comexport as its anchor, the largest Brazilian foreign trade and supply chain company. The company already works with giants such as Mercedes-Benz, Honda, BYD, GWM, Renault, Ford, Volvo, Toyota, Volkswagen, Porsche, and other global automakers.
This partnership enhances the prospects for the hub’s success and strengthens Ceará’s international presence in the automotive sector.
