Air Operation During International Summit in Rio Involves Interception of Unauthorized Aircraft, Intensive Monitoring, and Rapid Response from the Brazilian Air Force for Protection of Authorities and Ensuring Event Security.
The Brazilian Air Force (FAB) carried out an unprecedented operation in Rio de Janeiro during the weekend of July 5 and 6, 2025, intercepting two aircraft and one helicopter that entered a restricted area while the city hosted the BRICS summit, an event that brings together leaders from Brazil, Russia, India, China, and South Africa.
These actions were conducted under an enhanced security scheme, motivated by the presence of heads of state and special measures defined in a federal decree.
Details of FAB Interceptions
According to official information from FAB, the aircraft were detected and approached by A-29 Super Tucano fighters, models known for their roles in surveillance, defense, and air interdiction missions in Brazil.

With 1,700 military personnel, the Brazilian and French Navies are conducting Operation “Jeanne d’Arc 2026” in Rio de Janeiro.
The operation began when radars identified the unauthorized entry of the aircraft into the area defined by Decree No. 12,542, of July 1, 2025, which regulated the control and monitoring of the airspace in Rio de Janeiro between July 4 and 8, specifically to ensure the “sovereignty of Brazilian airspace and the protection of authorities participating in the BRICS.”
After visual contact, air traffic control teams directed the aircraft to alter their flight paths, a standard procedure in situations of restricted area violations during major international events.
The presence of the fighters was maintained until the complete departure of the planes from the risk area, ensuring observation and compliance with security directives.
FAB emphasized that these actions follow strict protocols to protect both summit participants and the local population.
Helicopter Makes Mysterious Landing After Approach
The helicopter, classified as an irregular flight by FAB, exhibited atypical behavior.
According to the official statement, when intercepted by the A-29 Super Tucano fighter, the aircraft left the restricted area and made a landing in a secluded location, an action that drew the authorities’ attention due to the lack of prior communication and its escape during the military approach.
FAB did not detail the reason for the overflight or the destination of the occupants, keeping the investigation under wraps until its conclusion.
Electronic Surveillance and Integrated Action
Throughout the operation, an E-99 aircraft, equipped with advanced electronic surveillance technology, remained airborne, supporting real-time monitoring and reinforcing airspace control.
The E-99 is known for its abilities to detect suspicious movements and its role as a flying command center, essential in high-complexity situations like the BRICS summit.
Security Measures On Land and In the Air
The air security plan during the event follows international standards adopted at multilateral meetings, including restrictions on civilian flights, drone overflights, and increased oversight of regional airports.
In addition to actions in the airspace, the federal government mobilized hundreds of agents from the Armed Forces, Federal Police, Federal Highway Police, and state corporations, implementing roadblocks, searches in access areas to the event, and even the presence of snipers positioned at strategic points in the capital.
Restricted Areas and Procedures for Civil Aviation
According to sources from the Public Security Secretariat of the State of Rio de Janeiro, the restrictions imposed on the airspace of Rio cover different zones, divided into bands according to the degree of restriction: the most critical areas are completely prohibited to unauthorized traffic, while peripheral areas allow only flights previously communicated and authorized by the Air Navigation Management Center (CGNA).
The goal is to ensure an immediate response to any threat or suspicious movement.

Operational Capacity of Aerospace Defense
According to data from FAB, air interception incidents are rare in major Brazilian cities and typically occur in border areas, combating trafficking or monitoring illegal activities.
The incident in Rio de Janeiro, therefore, represents a demonstration of the operational capacity of Brazilian Aerospace Defense in urban contexts and during internationally visible events.
Integrated Strategies for the Protection of BRICS
The BRICS event, which brings together leaders from some of the world’s major emerging economies, reinforces the government’s concern over potential risks of attacks, protests, and other incidents that could threaten public order.
As a result, all operations are coordinated from an integrated center, which includes the participation of national and foreign intelligence agencies, as well as ongoing surveillance at points of interest, hotels, convention centers, and areas near Tom Jobim International Airport (Galeão).
Situation of the Helicopter Remains Under Investigation
Although the helicopter’s landing in an unknown location remains under investigation, FAB states that the rapid response and the use of cutting-edge technology allowed for managing the situation without any recorded accidents or damage.
No details have been disclosed regarding the origins of the intercepted aircraft or the identity of the occupants, with the information remaining under official confidentiality while investigations continue.
