Report Presents Strategies to Strengthen the Sector
The Mixed Parliamentary Front in Defense of the Brazilian Shipbuilding Industry presented a report to Minister Alexandre Padilha with diagnostics and solutions for the recovery of the naval sector in Brazil. The document, delivered by the president of the Front, Deputy Alexandre Lindenmeyer, is the result of intense visits and debates held throughout 2023.
Proposals to Boost the National Industry
The report emphasizes the importance of increasing local content requirements in the construction of platforms, aiming to enhance the participation of the Brazilian industry. According to Lindenmeyer, it is crucial to recognize the capacity and experience of national shipyards, proposing a progressive increase in the percentage of local content.
Strengthening the Merchant Marine Fund
The Parliamentary Front suggests strengthening the Merchant Marine Fund (FMM) by allocating 10% of its balance as a Guarantee Fund. This move aims to facilitate shipyards’ access to financing, addressing the issue of guarantees required by banks.

Criticism of the BR do Mar Law
The members of the Front are unanimous in criticizing Law No. 14.301/22 (BR do Mar), arguing that it harms the Brazilian naval sector by promoting a disproportionate opening of national cabotage. The Front proposes a review of this legislation to protect national sovereignty and the shipbuilding industry, as well as to guarantee jobs for Brazilians.
Impact of the Reduction of AFRMM
The report also addresses the reduction of the Additional Freight for the Renewal of the Merchant Marine (AFRMM) and the expansion of access to the resources of the Merchant Marine Fund for the port sector. The Front warns that these measures may result in a scarcity of resources for financing Brazilian shipbuilding.
