The Federal Government Aims to Reassess the Budget of ENBPar for the Angra 3 Works Project. The Goal Is to Advance the Development of the Nuclear Power Plant, Boosting the Brazilian Naval Sector.
The current budget of the state-owned Brazilian Company of Nuclear Energy and Bi-national Participation S.A. (ENBPar) for Angra 3 may be reassessed by the Federal Government, with a recomposition of R$ 1.3 billion. For this Tuesday (05/09), the Minister of Management and Innovation in Public Services, Esther Dweck, aims to reassess the amount allocated for the works of the nuclear project, aiming to accelerate the development of the asset. Discussions with Eletronuclear about what will be done this year are already underway, as highlighted by Esther.
Minister of Management and Innovation Highlights Discussions with Eletronuclear to Recompose the Budget of the Angra 3 Nuclear Power Plant Project
The Federal Government is considering recomposing the ENBPar budget by around R$ 1.3 billion.
The measure aims to advance the works of the Angra 3 nuclear power plant, in Angra dos Reis (RJ), which will be the largest nuclear power plant in the country, with an installed capacity of 1,405 MW.

With 39 years of halted construction and R$1 billion draining annually without generating a single watt, Angra 3 has become a ticking time bomb for Eletronuclear — while China put 20 new reactors into operation in the same period.

The Minister of Management and Innovation in Public Services, Esther Dweck, stated that the exact amount of the budget recomposition is still not defined.
Moreover, she highlighted that ENBPar is in discussions with the Ministry of Mines and Energy and Eletronuclear itself to discuss the expansion of resources.
The works of Angra 3 were halted in 2015 due to corruption cases uncovered by Operation Car Wash, resulting in only 65% of the project completed since then.
With the budget recomposition, the Federal Government hopes to resume construction of the power plant and boost nuclear energy generation in the country.
Minister Esther Dweck emphasized the importance of the project for the Brazilian nuclear sector and stated that measures are being discussed to ensure the legal security of the enterprise.
During a nuclear sector event in Rio, the minister informed that discussions with Eletronuclear are ongoing regarding action possibilities this year, including evaluating the estimated amount for these initiatives.
Ministry of Mines and Energy of the Federal Government Projects More R$ 20 Billion Needed for the Completion of Angra 3 Nuclear Power Plant Works
The future of energy in Brazil gained prominence this week with news about the need for more resources for the completion of the Angra 3 nuclear power plant.
According to Gentil Nogueira de Sá Junior, Secretary of Electric Energy at the Ministry of Mines and Energy (MME), the completion of the plant will require an additional R$ 20 billion, in addition to the approximately R$ 7.8 billion already invested in the project.
During his participation in the Mines and Energy Commission (CME) of the Chamber of Deputies, Nogueira explained that the lack of additional resources is delaying the Acceleration Plan for the Critical Path of Angra 3.
The goal is to have the necessary funds to continue the project by September next year. However, the high construction costs of the Angra 3 nuclear power plant raise concerns about tariff affordability.
According to the National Bank for Economic and Social Development (BNDES), the average energy tariff of the plant would be R$ 726 per MWh in the first 16 years of operation, while the tariff for Angra 1 and 2 is approximately R$ 350 /MWh.
Thus, the future of the nuclear power plant project remains uncertain, but the Federal Government is discussing with Eletronuclear the resumption of Angra 3 as soon as possible, aiming to boost the Brazilian nuclear sector.
